Like 80% of those are probably multis.

every UGer has an equal chance to become familiar with the rules and how to behave on the forums. they also get another chance when they come back from their ban. you probably don't know this, but all bans on UG used to be permanent - we've gotten much more lenient by allowing multiple temporary bans
