Just hijack military helicopter or tank and spend some times doing vigilant missions. Cause they are coun ted as police vehicles and destroying criminals us ing rockets or tank shells is much easier.

easier way: gamble for ages so you can bet 1 mil. save the game before you start to borrow and raise money so you can just load the game again if you fuck up too bad. i got 30566879 bucks so far |

 it doesn't take too long, I just play blackjack over and over and bet as much as I can everytime and hope I win. Like I said though, save the game before you bet tons of money, so if you go in debt too much, you can just restart and try again. Best way without cheating ever. |
