I believe it's called an echo harmonica. It plays the note and a note that is a few cents away from it, so you have a kind of chorus effect. It's nice for playing straight harp, but it's virtually impossible to play blues harp on it, since you can't play a proper bend on it (the two reeds can't be bended in tune together).
